ABSTRACT: Objective: To analyze the effectiveness of family violence prevention policies implemented by the Provincial Municipality of Arequipa during the period 2019-2024, in light of the national and international legal framework. Methods: A documentary study with a legal-dogmatic approach was conducted, examining 22 regulatory documents, plans, and institutional reports. A content analysis sheet was applied to assess the incorporation of preventive, human rights, and gender-based approaches. Results: Only 36.4% of the documents explicitly incorporated preventive policies, and only 13.6% integrated robust normative approaches. Critical deficiencies were identified: declarative policies without real implementation, lack of multisectoral articulation, absence of evaluation indicators, and lack of a specific budget. Conclusion: There is a significant gap between the legal mandate and institutional implementation. The policies are insufficient and, in many cases, omissive, constituting a breach of the State's duty of due diligence and violating the right to a life free of violence.
