DEMOCRACIA DIRECTA, Y DEMOCRACIA REPRESENTATIVA, UN HÍBRIDO QUE GENERA DESESTABILIDAD POLÍTICA EN EL PERÚ

DIRECT DEMOCRACY AND REPRESENTATIVE DEMOCRACY, A HYBRID THAT GENERATES POLITICAL DESTABILITY

RESUMEN:  La presente investigación pretende establecer como la Constitución Peruana de 1993, estableció un híbrido respecto a los instrumentos de la democracia Representativa, y los Instrumentos propios de la democracia directa, generando que esta coexistencia presente desestabilidad política, ya que ambas instituciones responden a una realidad distinta, mientras que una aparece a raíz del voto ciudadano que permite la plena participación en el ejercicio de nuestro derecho cívico, y se ve plasmada en la elección de una autoridad democrática que tomará las decisiones respecto a la materia gubernamental política del Estado Peruano, en el otro instrumento encontramos a la ciudadanía que en el ejercicio de su derecho tomará decisiones de participación, y control político, en base a su conocimiento social, político, y jurídico respecto a la legitimidad social de la autoridad, generando con ello el conflicto con la democracia representativa, y un desgobierno político.

ABSTRACT: This research aims to establish how the Peruvian Constitution of 1993, established a hybrid regarding the instruments of representative democracy, and the instruments of direct democracy, generating that this coexistence presents political instability, since both institutions respond to a different reality. , while one appears as a result of the citizen vote that allows full participation in the exercise of our civic right, and is reflected in the election of a democratic authority that will make decisions regarding the political governmental matter of the Peruvian State, in the Another instrument is the citizenry who, in the exercise of their rights, will make decisions regarding participation and political control, based on their social, political, and legal knowledge regarding the social legitimacy of the authority. generating with it the conflict with the representative democracy, and a political mismanagement.
